wrote the deal.

Most developers price a school as philanthropy. The statute says otherwise. A qualifying contribution converts a public charter school into a community amenity, with up to half its seats reservable for your buyers.

The developer provision · s.1002.33(10)(e)7, Fla. Stat. The set-aside is permissive, not automatic: it requires a qualifying contribution of at least $5 million and an election by the school's governing board. We structure it by contract from day one.

The contribution is defined broadly

Formation, acquisition, construction, or operation all count toward the $5 million threshold. Cash, land, or a building.

ii.

A hostile district is no longer a veto

Since 2023, an applicant denied by a district can go to the state's Charter School Review Commission. If it approves, the district must sponsor.

iii.

Cities got their own tool in 2025

A municipality can hold a job engine charter built expressly to attract employers, with land and facility exempt from ad valorem taxes.

You never pay for the same work twice. When a school we develop launches with Echelon as its operator, the development fee comes off the school's first-year management fee, dollar for dollar. A $75,000 development engagement means $75,000 less in year-one management cost. The reduction is capped at the development fee paid and subordinated to the school's obligations. Federal Charter Schools Program startup grants, currently about $450,000 per new Florida school, may fund development costs.
